(1) The recommendation committee under section 23 shall recommend to the Government of Nepal for the appointment of the Vice President from among the following persons:-
(a) At least a master's degree in any branch of medicine from a recognized university with at least twenty years of experience in any branch of medicine or at least twenty years of experience in the field of health care with at least ten years of experience in the field of medical education,
(b) having acquired reputation as a sitting or retired Vice-Chancellor of an educational institution, a professor or a physician of a special category or an expert in medical education,
(c)   Demonstrated excellent managerial skills and abilities in the relevant field,
(d) not being a member of any political party at the time of appointment,
(e) having no private interest in the field of medical education,
(f)   have maintained high moral character, and
(g) No disqualification under section 25.
(2) Notwithstanding anything written in the existing law, if a person or official in an educational institution or any other service is appointed to the position of vice-president, he/she shall be deemed to be automatically released from the position held before the date of such appointment.
